I was scratching my head this evening about a similar problem.  Norton
Internet Security was properly installed and all that, and the systems
could hit the internet, and they could connect to each other using IP
address, but not via computer name, which seemed like a NetBIOS
problem or computer browser problem.

The problem turned out to be NIS, as a side effect of replacing the
router; NIS was set up to allow 192.168.0.0, and the new router was
using 192.168.2.0. I went in on all of the systems and told NIS to
accept 192.168.0.0, 192.168.1.0, and 192.168.2.0, so I wouldn't have
to mess with that particular problem anymore.
