 Sometimes a firewalls settings might need to be adjusted. The security
setting can be so high that the computer can't communicate with the servers.
You might try leaving OE off while you surf with IE & have the firewall
operating. Some software (probably Microsoft) could be resetting things.
without more info it's hard to tell.
grc.com is a good info site for security.
