Wasn't a dumb question.
Checked out my other programs to view TV and everyone
has a bl/wt picture.

Tried new drivers, old drivers, uninstall, re-install, moving the pci 
card to another slot.
Now none of the programs can even find the card.

So I started from scratch.
Took out the card and used a driver cleaner program to remove every 
instance of ATI.
Cleaned all ATI folders off of the drive and ran a reg cleaner.
Installed the card and ran the ATI 550/650 driver setup.

Reinstalled beyond tv. It found the card again but still no picture, no 
sound.

Pulled out the ATI 650 pci card and replaced it with a ATI 550 
pci-xpress card.
Now I have picture and sound.

Just shipped off the 650 card back to ATI for warranty replacement.

With the 650 pci I can record at 9000 kbps while the 550 pci-xpress
will only record at 7000 kbps.

I notice on the ATI website that they now have the 650 in the pci-express.
I may be upgrading soon.
