[pchelpers] Re: Strange mouse behavior

All Windows programs use whatever is the active mouse in Windows, they do
not have their own drivers like the days of DOS.

Some programs just aren't coded to work with certain non-standard features
of the active mouse many times. Scroll may be one of them.
