Things to check:

1. Can your ping your own computer's IP address?
2. Can you ping your modem and/or router?
3. View modem and/or router's web page?
4. Ping gateway?
5. Ping DNS server?
6. Ping a web site's IP address, such as PING 216.239.51.104
7. Go to a web site by IP address, such as http://216.239.51.104

If you haven't done so yet, shut down and restart everything.

One fairly recent Microsoft update was a network diagnostics tool; you
might try it. http://support.microsoft.com/kb/914440

It automatically does some of the tests shown above, but not all. For
example, it doesn't seem to check to see if you can access a site via
IP instead of name.

Good advice is like good paint- it only works if applied.
