You apparently meant Cox Cable with "them" went you wrote this:

What error are you getting? It seems to be a Trend Micro error message.
I don't understand why you said "but" here:

You want help with OE and Cox wants to help you with that, is that
correct? Since it's apparently a Trend Micro problem causing a Trend
Micro error message, Cox Cable probably won't know how to help. Why
don't you ask Trend Micro for help?

You could simply install Thunderbird or some other good email program
and manually enter the 3 or 4 things you need in account settings (ask
Cox) instead of importing the incorrect settings from OE.
You didn't react to what i said. If email scanning is turned off in
Trend Micro, OE will probably work. Turning it off may mean needing to
re-enter your account settings (user name, server name, password, etc. -
ask Cox for these) because many antivirus programs that scan email
change these but are incapable of changing them back.
