The US, as the creator of the Internet, seems to be hanging onto
authority fairly well (but not necessarily control).  It may end up
with the UN and EU pushing the US to make and enforce various laws
related to the Internet.

Realistically, virtually every law enacted by any government
concerning the Internet affects every Internet user in every country.
For example, anti-spam laws in the US affect both spammers in the US
who spam people outside the US, and spammers outside the US who spam
people in the US. Enforcement is a problem where non-US spammers are
concerned, but it seems like that isn't getting in the way much.
