The firewall should only affect internet access. If you don't have any, 
try turning it off until it is established. I would turn Sygate off too. 
Would a test page work on your printer? If not, it needs to be deleted 
and re-installed with drivers replaced. If you used windows ones, try 
those on the printer CD or vice versa. You could just leave it 
uninstalled until the speed problem is resolved.

As for the capture card, why not remove it for now until the speed 
problem is sorted out?

Another thought- are you certain the motherboard is ok? Were the RAM 
edges pristine when installed? Was it the right type of memory? Is the 
reported memory size correct? Were you using antistatic precautions 
(wrist band, mat etc). Were the mountings secured in a way to prevent 
earth loops around the motherboard? Are there any incorrect jumpers that 
might affect speed?
