Yes, admin privilege is needed on all modern versions of Windows, to
prevent drive-by hijacking. Of course, most home users run as admin,
so it doesn't help much, but it's better than nothing, and even that
requires a manual step in Vista.
Scott, if you're doing this to manage what your kids do, you should
NOT give them an account with admin privileges.
You should also enable the parental control features; this has a
capability to allow only sites which the site owner says meets your
guidelines, and I think you can also explicitly add other sites. As I
recall, there's a list available which includes NO sites, so that only
explicitly-permitted sites are allowed. The parental controls feature
is greatly expanded in Vista, so that it also covers applications on
the computer.
I once set up some business computers so that only explicitly-allowed
sites were allowed, and it did not work too well; I had to hunt down
and explicitly add the sites for Microsoft Update, the antivirus, the
application, etc. As you might guess, none of this information is
readily available, and I had to hunt down most of it the hard way.
