It is sorting them in alphabetical order:

X1
X14356456
X2

That is why you often see leading zeroes:

X00000001
X00000002
X14356456

Newer versions of Windows default to looking for the trailing digits
in a name and sorting on those, which is why they show up as if they
were in numerical order.

The order on the disc is not something that you'd be able to see
easily, because you typically only see the sort order used by the OS.
If I want to see the actual order of the files, I open a CMD window
and type DIR. And even then, the presence of Long File Names confuses
things.
