[pchelpers] Returned email that I never sent

Starting approximately ten days ago I began receiving  about ten email 
"Delivery Notifications" that those emails were undeliverable. Evidently 
someone is using my email address in sending  email. When that mail cannot 
be delivered appears to be the cause of these notifications to me as my 
address is used as the sender. It appears to be email in a foreign language.
Should report this and if so, to whom?  Or should I just ignore the notices 
as time will cause them go away.
