[pchelpers] Reply without original message

Outlook Express allows the user to choose whether or not to include the 
original message when replying to an e-mail.
Often I get a short reply from someone and don't have a clue what subject they 
are referring to. So it has its advantages and its disadvantages. 
But certainly it would reduce the amount of "excess" tagging along with one's 
e-mail message.
