In Microsoft Office Outlook 2003, go to Tools, Email Accounts, Next,
Change, More Settings, and it's the bottom item.

When editing a message, click on the Options, button, and put a
checkmark for "Have replies sent to:".

You should avoid using this option with mailing lists, since it can
mess things up quite nicely; you might get private replies becoming
public, or public replies becoming private, or some such.

If you meant Outlook Express, it's similar, I believe.
