[pchelpers] Reminder to list members (list settings and over quoting)

This is how the general setup of PC-Helpers is set. It may be your only
look at it, so please try to picture what is going on:
Maximum body size is 5000 bytes. Posts with a body larger than this in
bytes will be moderated.
Subject is required for each message. Any message without one is sent
for moderation.
Quoting
» quoting-limits TRUE (If true, posts to the list will be
checked for overquoting.)
quoting-line-reset TRUE If quoting-limits is on, should the
count of quoted lines be reset if the user places their own text in the
message? (This has the effect of making it so that quoting-max-lines is
the total number of lines that can be quoted at once IN A
BLOCK, instead of in the entire message.)
» quoting-max-lines 30 If greater than 0 and quoting-limits is
true, this is the maximum number of lines allowed to be quoted from a
previous message.
quoting-max-percent 0 If greater than 0 and quoting-limits is
true, this is the maximum percent of the message allowed to be quoted
from a previous post.
quoting-tolerance-lines 7 If greater than 0, this is the
number of lines that must be exceeded in the total message before the
quoting percentage limit will be applied. It would be silly to have a
25% quoting limit and have a three-line message be rejected because two
lines were quoted.
In simple terms, you have a maximum of 30 lines you can quote in one
block of text. Any more than that and the message goes to moderation. As
most of you know it causes delays and sometimes confusion as you wonder
why your message has not come through yet.
One of the effects of these settings is that very short messages don't
get moderated. They usually go to the list immediately.
