While I wait for search engine results on this, there are several 
factors that influence system speed.
The maximum speed it can run will be according to the hardware 
specification.
That occurs only when it is not affected by the following:
File fragmentation
Low memory (swap file activity required)
Damaged system files
Low drive space
Adware or virus infections
Registry errors
Too many programs running at the same time

If it has infections, increasing memory won't help much.
Note: My hosts file appears to be blocking the site. That marks it as 
suspect since someone else must have had problems with it. From the 
mention earlier of a registry fixer, there are good and bad ones. The 
best for my money is Registry Mechanic. It ha proved itself worth the cost.

Note: Fixing registry helps if registry needs it, but beyond that other 
things won't be cured by it.
