A few thoughts...
Use FDISK to see if the partition is set active. If not, set it.
Partitions must be active to boot properly. It doesn't matter for
secondary drives.

Is the new drive jumpered as master? Of course if you installed on it I
don't see why not, but it should be if you use it as the main boot
drive.
