Based on your description, you are talking about pictures in HTML emails which are actually links to pictures stored on a server. By default, these are not retrieved because a spammer can use them to detect that a certain spam recipient has attempted to read a spam email. They do this by giving custom names to the pictures, such as "IMG1-email2987345-pshebnicki-gmail-com.jpg" or something like that (but nowadays they don't make it so obvious). This lets them determine where the "fresh meat" is, and what bait works best.
