Based on your description, you are talking about pictures in HTML
emails which are actually links to pictures stored on a server. By
default, these are not retrieved because a spammer can use them to
detect that a certain spam recipient has attempted to read a spam
email. They do this by giving custom names to the pictures, such as
"IMG1-email2987345-pshebnicki-gmail-com.jpg" or something like that
(but nowadays they don't make it so obvious).  This lets them
determine where the "fresh meat" is, and what bait works best.

In Outlook 2007, go to Tools, Option, Preferences, Junk E-mail, and
UN-check "disable links".
