[pchelpers] Power supply shutting down?

Here is one for the folks who build their own PCs. I have a system in 
the workshop that was damaged at a client's office. It appears to have 
been power supply noise that zapped the system board.

The board has been replaced with a new one and the fan over the Intel 
CPU was replaced with INTEL P4 SOCKET 775 FAN. As the board was shutting 
down about 5 seconds after power on, I replaced the power supply as 
well. The unit powers up and shuts down about 5 seconds later before any 
boot sequence can start.

I have all new parts in it apart from memory, CPU, cards and cables. The 
hardware clearly thinks something is wrong or the CPU is going into 
thermal shutdown. It is currently pared down to the most basic 
configuration (essentials only and one floppy drive). Insights anyone?
