Hi George,

AV software can do this if it's broken...

Actually, you might find that a number of the drivers are not from
Microsoft, especially if you let it check online for updated drivers;
it'll often fetch manufacturer drivers. Chipset drivers, for example,
are almost always from Intel, AMD, Via, SIS, etc. Since you say that
it's a Via system, you might check on the Soyo (www.soyo.com) or Via
(www.via.com.tw) sites to see if there are drivers for the CPU,
chipset, etc.
Take a look at Driver Magician (www.drivermagician.com). It's a driver
backup program, and it lists all of the drivers and their
manufacturers. You can also try Autoruns from SysInternals (now part
of Microsoft)
although Driver Magician will probably be better for the purpose. I'm
sure that there are other programs which can show this information,
but these are the only two that I can think of at the moment which
will do so in a single list.
Since it happens in Safe Mode also, that significantly reduces the
number of possibilities.
Was this system working before? If not used in a while, this may be a
hardware problem.

Good advice is like good paint- it only works if applied.
