It makes no practical sense to me.


 Ya got a type writer? Print the form and type the answers...whoosh gone is
your sloppy writing. No type writer? The library has one. Yes I know a
simplified answer...a type writer. But then little brother it beats beating
your head against the wall of bureaucratic nonsense and the whys and
wherefores.
