Do the drives power up?  You don't need the data cable connected for
the drives to power up.

Try a different set of power supply connectors, if you can.  Try one
hard drive at a time.

Yes, it's quite possible for a PS to be bad and you not know it. I
once looked at a computer in which NO serial port would work, whether
add-on or built-in -- even with a different motherboard, which REALLY
puzzled me. Finally discovered (after brute-force replacing
everything) that replacing the power supply worked. I didn't
understand why until a year or so later, when I found out that one of
the power supply outputs is solely for the purpose of providing power
on one pin of the serial port.
