[pchelpers] PC Not Recogizing Drives.

I have my brother's PC that all of a sudden stopped recognizing the
drives. I changed the motherboard in it and got the same behavior. Is it
possible for parts of a power supply to go bad and not all of it? I was
wondering if it is possible that the power supply might be not sending
power to the drives' power connections. The fan comes on but even after
it has been running for a while it blows out cool air like it is not
getting hot inside there. What do you folks think about this situation?
Oh yes, I tried to solve the problem through the bios to no avail.
