Don't know if you tried this yet but check it out.
PC - Windows
In Windows you must set the "Properties" up for your web browser to make a
local connection. Your "working directory" should be set to your D: drive,
or whatever your CD-ROM drive is called. This is done so that your
application knows where to look for new files. If you don't want to mess up
an existing installation, copy the browser icon into the same group and give
it a different name (such as Ohioline) and modify the properties of the
clone.
To open local files on our CD-ROM product, go under the "File" menu to "Open
File." This brings up the window for selecting files to be opened. Locate
your CD-ROM drive and click on the file entitled "index.htm." Another way to
open local files using your browser software is to "associate" all files
with the extension ".htm(l)" with your browser.
You can set any HTML document to be your default home page by setting it up
under "Options." Go to "Options," release the mouse button on "Preferences,"
and locate "Window and Link Styles" in the next window. To set your home
page to be the root index on our CD-ROM, click the radio button on "Home
Page Location," and type in the field "file://index.htm."
