[pchelpers] Open File - Security Warning

Hi folks,

If you've run into this warning, especially on network drives, and
would like to get rid of it, see my article on the subject. All that
I've been able to find on the Internet on the subject, including
Microsoft.com, is a number of poorly-detailed, sometimes insecure
or ineffective, methods.  I spent several hours tinkering, and here
are the detailed results, which show why some methods work in some
cases and not in others, and vice versa.  Some of what I describe is
stuff that I haven't found on-line before.
