Mapquest does that also. Zoomin is the first I've seen in a while
that doesn't also give you driving instructions and distances.
http://www.mapquest.com/maps?state=TX#a/maps/l::::TX::US:31.19688:-99.346703:state:/m:hyb:9:-43.539962:172.663508:0::/io:0:::::f:EN:M:/e
it doesn't let you get very low, though.

Also try this:
http://maps.google.co.nz
There's a "Get directions" link in the upper left.

http://maps.live.com/default.aspx?v=2&FORM=LMLTCC&cp=-43.531785~172.636597&style=r&lvl=11&tilt=-90&dir=0&alt=-1000&phx=0&phy=0&phscl=1&encType=1
You'll have to zoom in, using the icon in the upper right.
See the Directions link in the upper right

I tried Yahoo, and it gets in closer than MapQuest does, but no
streets, just satellite imagery.

Good advice is like good paint- it only works if applied.
