That does indeed sound like a mouse-related problem. Not a wireless
mouse is it? Maybe the cord has become flaky? I've found that to be a
not-unusual problem with wired mice.

Often, video problems can cause things to happen that look like mouse
problems (among other things). Right-click on an empty spot on your
desktop, and select Properties; you'll get the Display Properties
dialog. Go to the Settings tab, Advanced button, Troubleshoot tab, and
move the acceleration slider one notch to the left and then click
Apply. If the problem persists, move the slider all the way to the
left and try again.

Good advice is like good paint- it only works if applied.
