First things being, well you know, first...
Try restarting your puter.
Sometimes this clears the cobwebs (of the puter:~ )
Next, ISP's have problems too & it is possible to receive & send email but
not be able to access the 'net.
You could call your ISP & ask them.
If none of this works have them take you through your modem &
dial-up-networking properties.
These can be easily changed by different software, etc.
