I'm not sure that there's any such thing as a must-be-received
official government notice sent via email. How could you be sure that
the email address is still current, or that it gets checked any more
often than once every few months (which is how I am with Hotmail).
Plus, computers and ISPs do go down, sometimes for extended periods...
