Actually, no; Microsoft never provides patches as soon as possible 
unless there's already an exploit. MS is not interested in protecting 
its customers, only in not getting too many of them angry enough to not 
lose too many customers. MS logic is that if not too many of its 
customers have been hurt yet, it's OK to wait until next Tuesday because 
MS doesn't give a damn about the security problems of individual 
customers or about seriously trying to protect all its customers from 
security problems.
