The technician obviously could not fix the problem or did not have time.
The likely possible causes are:
1) Static damage to parts from handling
2) Corrupt files on the hard drive due to user maintainance issues
3) Missing parts
Any of these could render it inoperative. My best recommendation in this
case is to contact HP and explain the problem. These are the people most
able to rebuild what he took apart and find replacements.
Even after rebuilding, some of the original problems may remain, since
the hard drive may not have been cleaned of problems. I get the
impression this tech does not have much idea what the problem was
anyway. Still some would blame HP for making such intricate machines.
Any technician attempting repair of this kind is confronted with a
myriad of models for which servicing involves varying levels of
difficulty due to design. Some people seem to deliberately make them
that way so they are hard to disassemble for repair and servicing.
The missing parts are going to be an issue. Who is responsible? Who
pays? How to get them? etc etc.
