[pchelpers] Never dial a connection

Have:
Windows 98
Explorer 5
Outlook Express 5
Dial-Up Connection

What are some [possible causes of my Internet Properties Connections changing 
settings "on their own", that is, without me manually changing them? Often I 
find that instead of "Always dial my default connection" being selected, it has 
changed to "Never dial connection".

I always shut down by first disconnecting from my dial-up connection. However, 
even if I forget, that is not the cause of this change of setting.
