Formatting is for packet writing.  Formatted DVDs probably won't work
in a standard standalone DVD player, although it's much more
convenient if you're doing backups on the DVD-RWs.

If you're having trouble formatting, either the drive is bad or you
have a driver problem. You might try this program to see if it is able
to wipe a DVD-RW properly:

They should be formatted with the same program that writes to them.
Formatting with one and writing with another doesn't always seem to
work well.
