Go to Control Panel, Network and Sharing Center, Manage Network
Connections, double-click the icon for the network adapter,
double-click "IP Protocols Version 4", select "Use the following IP
address", enter 192.168.1.97, 255.255.255.0, 192.168.1.1, 192.168.1.1.
The last box can be left empty.

Do the same on the XP machine, substituting the IP address it has.

Is the connection wireless?  I've seen this happen with wireless
connections,although I don't know why; my understanding is that it
shouldn't matter if it's wired or wireless.

The "weird" IP address is probably an autoconfiguration IP address,
starting with 169.254; you'll get this when the router doesn't assign
an IP for some reason.
