If I  am re-reading this properly, the modem should have 2 IP addresses 
in it.
One is the static IP for internet use.
The other is the physical (local) network address the modem has on your 
LAN. If you can get into the modem settings, you know that address. The 
documentation you have with it should reveal how to distinguish between 
them and enter the IP in the correct place. That location varies 
internally with the model of modem. It may be described as suggested, or 
the makers may have used a different term for it. Either way, the 
concept remains the same.
