This reads as if the thing you are after is a static IP address.
I have one for my server so internet users can see my site.
Many modern modems have a place where such an address can be entered.
Usually, your IP address can be obtained from your internet service 
provider (usually for a fee). Some addresses have been classified for 
use in an internal network (typically 192.168 etc), so a static IP is 
chosen to meet the internet requirements. Mine begins with 125.236. etc.
