You're probably right, but that doesn't mean that no one does it.

Some of thise stuff requires enforcement; probably the only way to get
this kind of thing to happen is to drop a strong legislative or
judicial hint. And even then, it'd only apply to that one country,
although it might be pointed to by others as an example of something
that's doing the job.
