To be picky, it's not his phone company, it's the service that he's
subscribed for. He can call the phone company and have it turned off;
that'll typically save a few bucks per month, which is often a big point
with folks on a fixed (low) income. Once it's turned off, if people
call him while he (or the computer) is already on the phone, they'll get
a busy signal.
