It's probably Windows Update (inside your computer) checking the MS
server to see if you need something new. Allow it (only outbound!)
unless you're paranoid. But turn off "act as server" as described here:

But:
And if there are other machines on the lan, you probably don't want to
uncheck "act as server" for svchost, because it will stop file sharing etc.

(background info:
Client means your PC is requesting an outgoing connection first. Server
mode the port would be listening waiting for incoming connections.
