All you have to do is open a CMD.EXE window and use the PING command:

Here, the IP turns out to be 205.188.165.121 (172.18.126.98 is just
the system that's reporting back that there's a problem).  It shows a
different name, ads.web.aol.com, so this is probably an ad server
disguised with a different name.

Hmm, any guesses on who owns MapQuest? :)  Here, the IP address is
64.236.43.80.
