Ok, I see your problem now; you don't get that option for MSI files
for some reason.

Click on Start, All Programs, Accessories, RIGHT-click on Command
Prompt, select Run as Administrator, click Accept.  When the window
appears, enter:

   %USERPROFILE%\DESKTOP\ClientServiceInstaller.msi

Does that work better?

If not, try one of these:

   msiexec /i %USERPROFILE%\DESKTOP\ClientServiceInstaller.msi

   start msiexec /i %USERPROFILE%\DESKTOP\ClientServiceInstaller.msi

   start %USERPROFILE%\DESKTOP\ClientServiceInstaller.msi
