Yes, it was in the router, and is accessed by typing in the router's
address in a browser.  I went into the DHCP settings and founds that my
old computer's address had been set to static, but my new one was given
a dynamic address.  I'm not sure if the router had assigned it a static
address, or if I did that somewhere along the line.  It was probably me,
as routers generally assign a dynamic address by default.  So, I thought
I'd give the new computer a static address too (couldn't hurt anyway). 
I think I assigned the old one a static address at one time because my
husband's computer (on the same network) would sometimes take over my
address if my connection was down for some reason (or vice versa), and
the firewalls on both computers had fits when that happened.  It wasn't
a big problem, just annoying.  

I'm guessing it was the older networking driver that probably solved the
problem though, but who knows.  In time, I might go back in and reassign
the address to dynamic again and see if the problems reappear, at least
that might eliminate or "incriminate" a potential source of the problem.
