I find it hard to comment on this statement.   Not that it is
inaccurate.  I just haven't tried enough of the distro's to be able to
make a useful objective comment.  I agree though, that in some
situations I have found Linux easier to use than Windows.  As a for
instance; setting up and conecting my DSL router to the Internet through
the home network.  Ubuntu did the job vertually while I watched.
Admittedly I did have to put in some settings.I didn't find it so easy
with Windows even though the DSL came with Windows instructions but no
Linux instructions.

Yes, as I read, it seems all Linux distro's need some command line
activity.  I can't speak for all the distro's, but with Ubuntu, some
advanced users have put together an Unofficial help site which is
extremely useful for the initial things one is likely to encounter, i.e.
How to do the initial install, how to update and upgrade with the latest
security and innovations; how to back up your personal settings and data
etc..

Both of these links are invaluable.   But - I still find I don't
understand example given on occasions and have to seek assistance from
the lists.
Happily, more and more GUI's are being developed to replace the command
line.   Generally though, when one seeks help from a list, the 'gurus'
give command line instructions which are usually set out well enough for
the 'newbie' to be able to follow, mostly!!!
