[pchelpers] KB823980 patch

Hi folks,

By the way, the KB823980 patch (for the Blaster worm) has a bug in
it... according to the documentation, it only installs on W2K SP2 or
better.  In fact, if you try to install it on SP1, it'll give you a
complaint to that effect.

But, it installs and works just fine on W2K original (SP0), which I
found amusing.  :)
