I have something like you describe here - it is called "Satellite TV for PC". 
The advertisement was much like in your email.  I paid $ 39.00 to download the 
program for it. There are many TV and radio stations from all around the globe. 
I was born and raised in Germany, and so I enjoy watching cooking shows or 
other programs in German language. 
I was a bit disappointed, because many channels have only religious programs, 
sports, or shows for online shopping, and some channels have problems with the 
streaming. I do not think I got my money's worth out of that deal.
