[pchelpers] Internet Connection Setup with Windows 98

Okay, I am using Windows XP.  But a friend may be using Windows 98.  I 
discovered free Internet for New York City.  Can an Internet Connection be set 
up using Windows 98 in a similar manner as Windows XP?  There is no software 
involved.
