[pchelpers] Internet Connection

My brother's desktop computer takes about 30 minutes to connect to 
the internet each morning.  His networked laptop will connect 
immediately..... but he seldom uses it at home.  Why is there such a 
delay in connection?  This problem started when he bought his laptop 
and they came out to set up his LAN.  He uses the desktop much more 
than the laptop and prefers it to connect first.
