If the local library allows this, they probably provide help to link to 
the system. If not, the machine would have to scan for available nodes 
(and hope they are library ones, not the building next door). In the 
event you make a connection, the system is probably operating with DHCP, 
which assigns a unique IP for each connection. That lasts only as long 
as it is in use. Next time it would be a different one.
