The pull-down menus are still there in IE7; you just have to hit Alt
first.  There's a way to lock them on, but I don't recall how offhand.

Do you have PDF995 version 8.0s? That appears to be the latest
version. The manufacturer's site says that they support Windows Vista,
which also means that they support IE7.

I have a couple of customers who have PDF995 installed (I think it's
the same thing), so I may be hearing from them if they use it and if
they run into the same problem.

Considering that MS is pushing IE7 out as a critical update, any site
which does not work properly on IE7 needs to update in a big hurry.
