It does work with ADSL which I'm also using and have tweaked these two values 
to get improved download speed. I also have bandwidth-on-demand with my ISP so 
for large downloads I use this service. This is a pay-as-you use service. You 
may like to ask your ISP if they provide this feature with your account.
 
Maybe this site would explain things better than I can regarding tweaking the 
MTU and RWIN values. :^)

On this site it mentioned a software called Dr TCP but you can go into the 
registry and do the same thing without this software.
