[pchelpers] IE resize small box problem

In Internet Explorer, I resize my window the way I like it by dragging the 
corners.

I close my browser.

            I open the browser.

                                                It is now a small box.  


I resize it back to where I like it.  

I close the browser.

            I open the browser.

                                                It is now a small box.  

<repeat this over and over and over>


Would someone please refresh my memory on why it is not 'keeping' the resize 
and coming up with the small box please.  I thought once I dragged it to the 
size I want, that it would 'stick'.  This just started doing this today.

Using Win 98.
